Les \u00e9changes, sous le co-parrainage de la s\u00e9natrice Sylvie Robert (35) et du s\u00e9nateur Patrick Chaize (01), ont permis de confirmer l\u2019ad\u00e9quation des priorit\u00e9s entre les \u00e9volutions l\u00e9gislatives nationales r\u00e9centes ou en cours, et la r\u00e9alit\u00e9 des enjeux du d\u00e9ploiement des politiques publiques num\u00e9riques sur le terrain. Tout en reconnaissant le travail r\u00e9alis\u00e9 (de la loi REEN #Num\u00e9riqueResponsable au plan France Relance #Cybers\u00e9curit\u00e9 #ANSSI, en passant par le financement des Conseillers num\u00e9riques France Services #r\u00e9alit\u00e9dubesoin), les \u00e9lus au num\u00e9rique alertent notamment sur la persistance d\u2019in\u00e9galit\u00e9s sociales et territoriales.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cette nouvelle motion est le r\u00e9sultat d\u2019un travail port\u00e9 par l\u2019Association Villes Internet : la r\u00e9daction collaborative s\u2019appuie sur une m\u00e9thodologie de regroupement s\u00e9mantique des id\u00e9es exprim\u00e9es en groupes de travail pendant les trois mois de pr\u00e9paration du Congr\u00e8s, puis en s\u00e9ance pl\u00e9ni\u00e8re le 16 octobre 2023.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Elle se caract\u00e9rise cette ann\u00e9e par <\/span><b>46 propositions<\/b><span style=\"font-weight: 400;\"> concr\u00e8tes autour de<\/span><b> 4 enjeux majeurs<\/b><span style=\"font-weight: 400;\"> :<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Garantir l\u2019\u00e9galit\u00e9 d&rsquo;acc\u00e8s au num\u00e9rique ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Accompagner la strat\u00e9gie num\u00e9rique responsable face \u00e0 l\u2019urgence de la transition \u00e9cologique ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Piloter les services publics num\u00e9riques avec les collectivit\u00e9s locales ;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Pr\u00e9venir et r\u00e9duire durablement les risques num\u00e9riques.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Au-del\u00e0 de ces axes, les \u00e9lus au num\u00e9rique insistent aussi sur les besoins transversaux et croissants en mati\u00e8re de moyens de <\/span><b>mutualisation <\/b><span style=\"font-weight: 400;\">nationale et de <\/span><b>formation<\/b><span style=\"font-weight: 400;\"> dans les territoires.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">En adressant cette motion au gouvernement, les \u00e9lus au num\u00e9rique t\u00e9moignent de l\u2019ambition partag\u00e9e d&rsquo;\u0153uvrer pour d\u00e9ployer des <\/span><b>politiques num\u00e9riques<\/b> <b>plus justes<\/b><span style=\"font-weight: 400;\">, <\/span><b>plus efficaces<\/b><span style=\"font-weight: 400;\">, <\/span><b>plus soutenables<\/b><span style=\"font-weight: 400;\"> et <\/span><b>plus s\u00fbres<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h2><b>Garantir l\u2019\u00e9galit\u00e9 d&rsquo;acc\u00e8s au num\u00e9rique<\/b><\/h2>\n<p><span style=\"font-size: 18pt;\"><b>Connecter<\/b><span style=\"font-weight: 400;\"> l\u2019ensemble du territoire national au r\u00e9seau <\/span><b>THD<\/b><\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">Exiger la finalisation du <\/span><b>d\u00e9ploiement<\/b><span style=\"font-weight: 400;\"> des r\u00e9seaux THD suivant les contrats sign\u00e9s<\/span><\/li>\n<li><span style=\"font-weight: 400;\">D\u00e9finir ce qu\u2019est le \u201c<\/span><b>raccordement complexe<\/b><span style=\"font-weight: 400;\">\u201d et mettre en place un dispositif de <\/span><b>p\u00e9r\u00e9quation<\/b><span style=\"font-weight: 400;\"> au niveau national<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Renforcer le<\/span><span style=\"font-weight: 400;\"> cadre des processus de d\u00e9ploiement et de maintenance des r\u00e9seaux par les <\/span><b>op\u00e9rateurs et leurs sous-traitants<\/b><\/li>\n<li><span style=\"font-weight: 400;\">Prendre en compte le contexte sp\u00e9cifique des collectivit\u00e9s des <\/span><b>territoires ultra-marins<\/b><span style=\"font-weight: 400;\"> et veiller \u00e0 la connexion de l\u2019ensemble de leurs populations<\/span><\/li>\n<li><span style=\"font-weight:
